A few weeks before, Dream – the longest running and largest market – was closed under mysterious circumstances. The cycle Christin describes—law enforcement takedowns followed by a slow but robust recovery—has played out on the dark web again and again, repeating roughly every year or two. After the late 2013 takedown of the Silk Road, the first real dark-web drug market, more than a dozen replacements rose up to fill the demand for anonymous online narcotics sales. A massive crackdown called Operation Onymous followed in late 2014, seizing a broad swath of the dark web and arresting 17 people by exploiting a vulnerability in the anonymity software Tor, which serves as the dark web’s fundamental cloaking tool. Law enforcement agencies around the world seized an online marketplace and arrested nearly 300 people allegedly involved in buying and selling drugs, European Union law enforcement agency Europol said Tuesday. According to the indictment, Parsarad, 36, of Tehran, launched Nemesis Market on the dark web in March 2021.
The data on each country was provided by the Johns Hopkins (2020), for each week of the period under examination. The relation between the mortality ratio of the vendor country and that of the buyer was also calculated in order to understand if their combined impact was significant. Finally, given the abnormal distribution of the transaction prices, we subsequently calculated the log10 of transaction worth (USD). In most cases, the largest transactions (more than USD$5,000) are international (84%). Each government reacted differently to the pandemic and adopted different measures, at different times, to combat the pandemic. Measuring the intensity of the pandemic in multiple countries across time is a signficant challenge.

However, Durov’s arrest has heightened fears that Telegram will now provide data on its users to law enforcement. Consequently, many vendors are migrating to alternative platforms, including Signal, Session, and WhatsApp. This exodus is expected to continue as Telegram enforces stricter measures to curtail criminal activities on its network and provide new opportunities for interdiction.

Single-vendor Drug Darknet Markets
For sellers, it’s often about making money while staying off the radar. Despite growing crackdowns from law enforcement agencies, the dark web remains a hotbed of criminal activity, offering everything from drugs to stolen data. TRM has observed that these manufacturers have adapted their practices in response to intensified law enforcement efforts. Specifically, these manufacturers are becoming increasingly cautious about sharing cryptocurrency addresses in direct communications with buyers. This shift stems from the demonstrated efficacy of blockchain analysis in tracing illicit transactions and aiding investigations. Cryptocurrency-enabled online sales of illicit drugs saw a year-on-year growth of over 19% between 2023 and 2024, nearing USD 2.4 billion.

The impact of the COVID-19 pandemic has, however, had different phases, punctuated by the number and level of measures introduced around the world. For users in stable pairs who met both inside and outside DWMs, we find that during the first lockdowns in 2020 trading volume fell with respect to January of the same year, suggesting that they were negatively impacted by COVID-19 restrictions. After that, trading volume sharply increased over the whole of 2020, see Figure S8.
Challenges For Law Enforcement
In 2024, the platform grew significantly in popularity, partly because of its strategic acquisition of users from a number of recently shut-down marketplaces, such as AlphaBay and Incognito Market, which had recently closed their doors. Based on our observations from analysis on dark web data using Lunar, we’ve identified the top 7 marketplaces on the dark web in 2025. We developed Lunar to monitor the deep and dark web, including dark web marketplace sites. Three other major sites have also been linked to exit scams in the last 12 months.

This operation follows other recent incidents that have shaken trust in dark web stores. “With the spike in opioid-related overdose deaths during the Covid-19 pandemic, we recognise that today’s announcement is important and timely,” said FBI director Christopher Wray. Drugs seized including fentanyl, oxycodone, methamphetamine, heroin, cocaine, ecstasy and MDMA. Some 179 people were arrested across Europe and the US, and 500kg (1,102lb) of drugs and 64 guns confiscated. Authorities seized $31.6 in cash and cryptocurrency as part of the operation. Anybody who has seen All the President’s Men knows that, when it comes to criminality, the answer has always been to “follow the money”.
Let’s break down the seven product categories that you’ll find on any dark web marketplace. However, some marketplaces require vendors to apply via referral, provide proof of reputation from another market, purchase a vendor license, or provide a cash deposit. These barriers are designed to ensure that only trustworthy and reliable vendors are permitted to operate.

Never log in with your real name or reuse passwords from other accounts. Stick to cryptocurrency, avoid downloading anything, and don’t share any personal info. Ransomware and cryptocurrency-based crimes saw a significant increase in 2023, with a nearly $176 million rise compared to 2022. The second category consists of data stores, which specialize in stolen information. As of 2020, nearly 57% of the dark web was estimated to contain illegal content, including violence and extremist platforms. Investigators received leads from local police departments investigating overdose deaths, including that of a 19-year-old man in Colorado who loved learning languages and building his own computers, according to FBI Deputy Director Paul Abbate.

So, the police operation comes at a time when many people may already be questioning their shopping habits. Police are getting better at targeting operations on the dark web – a part of the internet that is accessible only through specialised tools. This latest raid follows the takedown of the Wall Street market last year, which was then thought to be the second-largest illegal online market on the dark web.

Some are full-fledged criminal enterprises that ship illicit drugs and banned chemicals to their clients from secret production facilities around the world, or engage in fraud and cyber crime on a global scale. Dark web vendors are merchants who sell illicit goods and services in underground marketplaces hosted on the dark web. Background research tasks included learning from past drug lords, researching legal matters, studying law enforcement agency tactics and obtaining legal representation. Patterns recommended to avoid include hiring hitmen like Dread Pirate Roberts, and sharing handles for software questions on sites like Stack Exchange. Not all of the arrests appear to trace directly or exclusively back to the DarkMarket takedown; court documents show that in many cases, suspicious packages provided an initial tipoff. And previous seizures like those of Hansa and Wall Street Market are likely still paying dividends for investigators. This also means that Operation Dark HunTor likely isn’t the final word on dark web arrests and that illicit marketplace vendors may have to proceed with a little more caution. The detection of stable U2U pairs in the full network is done by using an evolving activity-driven model31, which introduced a statistically-principled methodology to detect the network backbone against what is expected from a proper null model. If a U2U pair occurs significantly more than what expected from the null model, it is labeled as stable, otherwise it is labelled as non-stable, see Fig.
The result of this fallout is a significant fragmentation of darknet marketplaces, with smaller, specialized sites emerging to fill the void left by the collapsing giants. As major players tear each other apart, new, niche markets are carving out their own territories, often with a sharp focus on specific categories of illicit goods. Evolution of the share of unsuccessful illicit drug transactions on cryptomarkets. (The name is a pun on Tor, the anonymity browser that enables dark web access.) Last year’s Operation DisrupTor netted a similar number of arrests and double the drug seizures. DarkMarket is also not the only dark web marketplace to have its servers seized.

Finally, we observe that COVID-19 only had a temporary impact on the evolution of stable U2U pairs, which continued to increase their trading volume throughout 2020. Examples include the sale of high-quality products with low risk for contamination (including lacing and cutting), vendor-tested products, sharing of trip reports, and online discussion of harm reduction practices. Some health professionals such as “DoctorX” provide information, advice and drug-testing services on the darknet.140 The quality of products is attributed to the competition and transparency of darknet markets139 which involve user feedback and reputation features.

We analyse 40 DWMs for the time period spanning from June 18, 2011 to January 31, 2021. Our dataset covers all major DWMs that have ever existed, as identified by the European Monitoring Centre, Europol, the World Health Organization, and independent researchers24,25,26. Our analysis focuses on Bitcoin – the most popular cryptocurrency both on DWMs27,28 and in the regulated economy29,30. We focus on two kinds of transactions, occurring (i) between the user and a DWM and (ii) between two users of the same DWM. The result is 40 distinct marketplace ego networks containing user-DWM and U2U transactions, whose typical structure is depicted in Fig. In each network, links are directed and the arrows point at the receiver of Bitcoin.
The Dutch national police’s Cyber Enabled Crime Team was involved in the operation, codenamed SpecTor. It seized 50.8 million euros ($53.4 million) in cash and virtual currencies, 850 kilograms of drugs, and 117 firearms were seized in a series of raids in several countries. The largest number of arrests — 153 — were made in the United States, followed by the United Kingdom with 55 and Germany with 52, according to the European Union law enforcement agency Europol, which coordinated the worldwide operation.
