Studies have shown that as high as 90% of diverted buprenorphine users indicate that their motivation for using diverted buprenorphine is to reduce withdrawal symptoms and to stop using other opioids rather than to get high (as low as 4%) (17, 18). Since 1999, opioid overdoses deaths have increased by over 600% (19) and results from our study show a steady decrease in the street price of buprenorphine. This temporal trend may reflect rising rates of buprenorphine diversion through increases in black-market supply because of public need for opioid addiction treatment (20). Currently, the drug research offers more analyses on participation elasticities than on the other two quantities. Drug markets include many interconnected or unobservable components that complicate economic analysis. Most recently, Bernheim and Rangel (2004) developed an economic model of cue-triggered addiction. In the “cold” mode, the consumer’s decision processes are properly functioning and lead to selection of most preferred alternatives. In the “hot” mode, decision processes are dysfunctional, possibly resulting in drug use even when that is not (rationally) preferred. Because addicts know they make bad decisions while in the hot mode, they can make life-style changes to reduce the probability of that mode.

In countries including India and Nepal, the price of fuel is set by the government, and it is illegal to sell the fuel at a higher price. During the petrol crisis in Nepal, black marketing in fuel became common, especially during mass petrol shortage. Petrol pump operators were alleged to hoard the fuel and sell it to black marketeers. Black marketing in vehicle/cooking fuel became widespread during the 2015 Nepal blockade; even after it was eased and petrol imports resumed, people were not getting the fuel as intended and resorted to the black market. This uncertainty by both consumers and sellers about the real price and purity of drugs may have important implications for the behavior of the market.
